בעיריית רמת גן אומרים כי המהלך כולל הרחבה של שטחה המוניציפלי, כך שהספארי יישאר בבעלותה ובניהולה גם במעונו החדש ■ המדינה אמורה להשקיע בהקמת הספארי החדש 500 מיליון שקל, שיתקבלו משיווק הקרקע הנוכחית ליזמים ■ רמ"י, בעלת הקרקע: "לא אישרנו את ההסכם"
הספארי יועתק ממיקומו הנוכחי ברמת גן, אל פארק אריאל שרון, והקרקע שלו תשווק לטובת 10,000 יחידות דיור.
ביום חמישי הקרוב יתקיים טקס חתימה על הסכם להעתקת הספארי, שבו יקחו חלק ראש הממשלה בנימין נתניהו, השרה להגנת הסביבה עידית סילמן, ראש עיריית רמת גן כרמל שאמה הכהן, ומנכ"ל פארק אריאל שרון דן ליכטמן. נציג רשות מקרקעי ישראל, שהיא בעלת הקרקע, לא מצוי ברשימת המוזמנים לטקס. בנוסף, ברמ"י טוענים כי לא אישרו את נוסח ההסכם העקרוני.
במשרד להגנת הסביבה מבהירים כי מדובר בהסכם עקרונות בלבד, וטרם גובשו סעיפים כמו שטח הספארי החדש, או כמות יחידות הדיור הסופיות שיוקמו בשטח המפונה. ההסכם המפורט אמור להיחתם בתוך 180 יום מהחתימה על ההכם העקרוני.
על פי ההסכם העקרוני שגובש והגיע לידי TheMarker, הספארי, ששטחו כיום 1,000 דונם, יועתק למתחם חדש בפארק אריאל שרון, כאשר לדברי עיריית רמת גן, הספארי יישאר בבעלותה ובניהולה, ולא יעבור לניהול החברה הממשלתית המנהלת את פארק אריאל שרון. עוד מבהירים בעירייה כי גם השטח המוניציפלי של רמת גן יורחב כך שהספארי במתחם אריאל שרון יישאר בתחומה המוניציפלי של העיר. תנאי למימוש ההסכם הוא אישור ועדת הגבולות במשרד הפנים להעברת השטח המוניציפלי שבו יוקם הספארי בפארק אריאל שרון לתחום שיפוטה של רמת גן. למרות המעבר לפארק אריאל שרון, בהסכם לא צוין כי שטח הספארי יגדל, אלא רק יישאר בשטחו הקיים ככל וניתן.
במסגרת ההסכם, המדינה אמורה לממן את הקמת הספארי החדש בהשקעה של 500 מיליון שקל, כאשר ההסכם כולו כפוף להסכמות תקציביות שיושגו בין המשרד להגנת הסביבה לבין משרד האוצר, שיבטיחו את עלויות תפעול ותחזוקת הפארק לתקופה של 10 שנים. המקורות התקציביים להעתקת הספארי אמורים להגיע משיווק הקרקע של הספארי ליזמים. על פי הערכות, התוכנית שתקדם רמ"י במוסדות התכנון תכלול 10,000 יחידות דיור ושטחי תעסוקה ומסחר. רמ"י אמורה להגיש תוכנית למוסדות התכנון תוך 260 יום ממועד חתימת ההסכם העקרוני.
בנוסף, הפארק הלאומי הצמוד לספארי יורחב בכמה מאות דונמים. לדברי ראש העירייה כרמל שאמה הכהן, העתקת הספארי תביא גם לשיפור התנאים של בעלי החיים ורווחתם.
עוד במסגרת ההסכם, יוסרו החומות המקיפות כיום את הספארי לטובת הגדלת הפארק הלאומי, וייפתח חיבור תחבורתי חדש וישיר מרמת גן לכביש 4, הצפוי להפחית את עומסי התנועה המתנקזים כיום למחלף אלוף שדה.
ברמ"י מסרו כי לא אישרו את נוסח ההסכם העקרוני: "בהעדר נציג מוסמך לחתימה על ההסכם, ובתיאום עם לשכת שר השיכון, נציג רמ"י לא ינכח בטקס. לעניין נוסח ההסכם, הנוסח הסופי לא קיבל את אישור רמ"י. טיוטה קודמת קיבלה את אישור הנהלת רמ"י, ואולם התבקשו שינויים — ואלה לא אושרו על ידי רמ"י".
ראש עיריית רמת גן, כרמל שאמה הכהן, הבהיר כי עיריית רמת גן לא מוותרת על שטח ציבורי מאחר והספארי יעבור לשטח פארק אריאל שרון, שיעבור לשטח השיפוט של העיר. שליש משטח הספארי יוקצה לטובת תוספת שטח לפארק הלאומי בהיקף של 330 דונם. בנוסף יהיה שיפור בתנאים של בעלי החיים, שכיום רבים מהם מצויים בכלובים ובמתקן החדש יעברו לחצרות פתוחים.
"בשטח הספארי הקיים ליקויים תשתיתיים רבים שעולים לעירייה מיליוני שקלים כל שנה וייחסכו עם המעבר למתקן מודרני. המתחם החדש גם יאפשר לעירייה להפיק רווחים גבוהים יותר בשל השקעה וחוויית ביקור איכותית יותר למבקרים בספארי", מסר שאמה הכהן. הוא הוסיף כי "במסגרת התוכנית החדשה תיפתח יציאה לכביש 4 שתשפר משמעותית את המצב התחבורתי הקיים. באשר לכלכליות התוכנית, הרי שהיא כוללת לא רק דירות מגורים אלא גם שטחי מסחר ותעסוקה המניבים הכנסות לעירייה".
עו"ד רועי ברזילי, המכהן כיום כסגן ראש העירייה וכיהן במשך 18 שנה כדירקטור וכיו"ר דירקטוריון הספארי, הביע חשש נוכח העובדה כי ההסכם שגובש טרם הועבר לעיון חברי מועצת העיר. "בעוד הובטח כי שטח הבנייה בתחום הספארי לא יעלה על 40% הרי שההסכמות הסופיות משקפות למיטב ידיעתי בנייה בהיקף גדול בהרבה מהשטח הפתוח", אמר ברזילי.
בנוסף, ברזילי העלה ספק באינטרס הכלכלי והציבורי של עיריית רמת גן, במהלך שבו רמת גן מאבדת שטח ציבורי פתוח שכיום שוכן בו הספארי, לטובת בנייה, כשאת ההכנסות מהקרקע תקבל בסוף רמ"י, בעוד העירייה אמורה לקבל מהמדינה חלק נמוך מהיטלי ההשבחה. "יש עוד הרבה קרקעות שניתן בהם לעשות התחדשות עירונית, בייחוד בשכונת רמת השקמה הסמוכה, אין שום הצדקה לממש את עתודות השטחים הפתוחים", הוסיף.
