אף שזהות המנהל הבא של רמ"י אמורה להיקבע בשבוע הקרוב, ממלא המקום הזמני עידן מועלם, שנאמן לשר השיכון כץ, פירסם מכרז מחודש לבחירת סמנכ"ל הון אנושי ומינהל ברשות ■ בחודש הקודם ביצע מועלם מחטף דומה כשמינה את סיגל גבאי, שאותה מכיר כץ ממשרד התיירות, למנהלת החטיבה העסקית
ברשות מקרקעי ישראל פורסם היום (ג') מכרז לתפקיד סמנכ"ל הון אנושי ומינהל, אחד התפקידים הרגישים והחזקים במטה הרשות. המועד האחרון להגשת מועמדות נקבע לעוד פחות מ-10 ימים, 30 באפריל, חלון קצר במיוחד לתפקיד בכיר שאמון על מערכות ההון האנושי והמינהל, על הרכש, הלוגיסטיקה, הנכסים, הביטחון והחירום, ומשמש גם חבר הנהלה ויו"ר ועדות המכרזים של הרשות.
המכרז לתפקיד כבר פורסם לפני חודשים, בספטמבר האחרון. אז ניתן חודש שלם למועמדים להגיש מועמדות. אלא שלמרות שהיו כמה מועמדים ראויים, המכרז בוטל מבלי שנבחר אף מועמד - וזאת בהוראת חיים כץ, שנכנס אז לתפקידו כשר השיכון במקומו של יצחק גולדקנופף. גולדקנופף הורה למי שאז היה מנהל רמ"י, ינקי קוינט, לבטל את המכרז כיוון שהוא היה צפוי לסיים את תפקידו.
קוינט אכן ביטל את המכרז, ובדצמבר סיים את תפקידו. מאז מי שמנהל את הרשות בהיעדר מנהל נבחר הוא עידן מועלם, שמכהן במקביל כמנכ"ל הרשות הארצית לתחבורה ציבורית. מועלם, נאמן לכץ, ביצע כבר מחטף אחד משמעותי ברשות כאשר מינה את סיגל גבאי, שאותה הכיר כץ ממשרד התיירות, לתפקיד מנהלת החטיבה העסקית ברמ"י. זאת למרות חוסר ניסיון ניהולי משמעותי ושדרוג לתקן בכיר, ללא מכרז כמתחייב.
כעת נראה שמועלם וכץ מבצעים מחטף נוסף: הם מפרסמים מחדש ביום הזיכרון את המכרז עם מועד הגשה קצר. ברקע עדיין מרחף סימן שאלה לגבי מחליפו של קוינט, וועדת האיתור שהתכנסה לפני שבוע אמורה הייתה להמליץ על יהודה אליהו לתפקיד המנהל, אך ההחלטה נבלמה בלחץ יועמ"שית משרד השיכון, אפרת פרוקצ'יה. זאת לאור טענות שתנאי המכרז שונו עבורו, וכעת ממתינים להתכנסות נוספת של הוועדה בשבוע הקרוב ובה אמורה לעלות שוב שאלת התאמתו לתפקיד.
לפיכך, עיתוי פרסום מכרז לסמנכ"ל חשוב שכזה נראה תמוה שבעתיים. מועלם שמכהן כמ"מ מנהל הרשות קיבל הארכה לתפקיד עד למינוי מחליף, אף שחלפו שלושה חודשים מאז מונה, ונכון לכרגע הוא יכהן בתפקיד עד תחילת חודש מאי.
העובדה שמדובר במכרז שבוטל ופורסם כעת שוב, מאפשרת להבחין בשינויים שנעשו. במכרז הקודם הופיעו דרישות מפורטות להיכרות טובה של תחום ההון האנושי בסקטור הציבורי, של ענף המקרקעין בארץ, של רמ"י, תפקידיה ודרכי פעולתה, של חוק רשות מקרקעי ישראל, של החלטות הממשלה הקשורות בו, ושל החוקים, התקנות והחלטות הרלוונטיים לפעילות העסקית של הרשות. במכרז הנוכחי כל אלה הושמטו.
גם שורת יכולות משלימות שנגעה לניתוח מידע, עבודת מטה, הובלת תהליכים, ייזום, קבלת החלטות, שליטה מלאה בעברית וידיעה טובה של אנגלית, כבר אינה מופיעה בנוסח החדש. במקומן נשאר נוסח מצומצם ופורמלי יותר, שמתמקד בתואר, בשנות ניסיון וברשימת מסמכים להגשה.
